If your SMPP user is blacklisted, in such case admin needs to be educate the SMPP user to follow the ESME blacklist rule and on further consent. Admin can whitelist the SMPP user by navigating to Configuration >> Manage Interface >> Search User >> Edit >> Advanced Settings >> BlackListed as False
