Submit Date Stands for the date when the messages are being submitted to the gateway whereas the Done date stands for the delivery time of SMS shown in reports is the time stamp recieved from the upstream gateway vendor, which may differ from gateway to gateway.
Admin might notice a delay in these two different timestamps if any delay is observed to submit the DLR to iTextPro application from gateway vendor end, in such case you can always reach to support team for further assistance.
